Issue description

Results from flakiness console:

http://test-results.appspot.com/dashboards/flakiness_dashboard.html#testType=content_browsertests&tests=ProxiesForNewChildFramesHaveCorrectReplicationState

There are occasional failures and timeouts. Also this has been failing a lot of swarming bots. For example:
