webrtc.webrtc_smoothness dashboard result link to an empty graph

Reproduction:
Click on the "Results Dashboard" link for the webrtc.webrtc_smoothness step in https://build.chromium.org/p/chromium.perf/builders/Android%20Galaxy%20S5%20Perf%20%282%29/builds/2193/

Expected:
Display a graph for that test around the range of that build.

Actual:
An empty graph page

Suspected issue: The link does not specify a metric to display.
also possibly, the json.output does not contain any values.

This is probably a good first bug to look into if anyone wants to swipe it from me. I think you want to modify this function:

https://github.com/catapult-project/catapult/blob/master/dashboard/dashboard/report.py#L43

It grabs masters/bots/tests. It should pull the actual Test entities it is going to display, and if they do not have has_rows=True (no data, too high in the tree), it should look for children with has_rows, and if there are more than one it should pick one that is monitored (has a sheriff property)
