win_perf_bisect_builder no longer runs sizes step

Issue description

I rely on being able to send tryjobs to this bot to investigate size regressions.

The sizes steps stopped running after https://codereview.chromium.org/1920863007 which ironically was supposed to enable the step on more bots :-)

dtu: how can we get it back?
