ICE state disconnected in apprtc calls using test network

Issue description

OS: Mac, Chrome

Mac:
Chrome Version : 52.0.2723.3 dev
Network: Google-A

Chrome:
Chrome Version: 51.0.2704.37 / 8172.25.0 beta
Network : Test network (WebRTC-latencylab5g)

What steps will reproduce the problem?
(1) Establish a 2 way apprtc call between Mac and chrome device Quawks
(2) Stay in the call for a while

Expected result:
The call should be connected successfully, with no audio/video freezes and ICE state breakage

Actual:
1. Repeated ICE connection drops (disconnected -> failed -> connected) happened from both ends
2. Intermittent Audio/video freezes

Notes:
1. Apprtc call durations were 1-2 minutes
2. ICE connections drops are not observed with CrOS on Google-Guest network

@srcv did you intend to assign this to someone on the webrtc team?
Status: WontFix (was: Untriaged)
Because of

I'm not sure there is anything actionable from the WebRTC, Chrome, or ChromeOS teams. I'm going to close this bug and will reboot the WebRTC-latencylab5g AP to see if it helps. Please continue using GoogleGuest to unblock your other testing.
