Bookmarks getting lost in Chrome 50

Error Message/behavior: Emerging Issue with build in 50 update

chrome version: 50.0.2661.91 

Steps and CRs used to resolve/troubleshoot:
user reporting bookmarks on his chromebook that has been deleted

from May 1st to date we are seeing 64 user feedback reports reporting bookmarks dissapearing and being deleted.

Summary: Bookmarks getting lost in Chrome 50 (was: Chrome Sync service not working property in M50)
It seems unlikely that this is Chrome OS specific.  I'm going to mark this os-all unless/until we find out otherwise.

Adding components to bring this to the attention of the bookmarks and and sync teams.

We shouldn't do another 50 release until this is fixed.

This is a server outage that has now been fixed. We're in the process of forcing affected clients to resync their data. In the meantime, users can sign out and sign in again (forcing a resync manually) if they don't want to wait.

ConOps is aware of the issue and will be issuing guidance soon.

Duplicating into original bug.
