Make life time of the Account Chooser dialg and Auto Signin first run cleaner.

Both dialogs in the title should behave similar to modal dialogs which triggered by JavaScript and have similar life time.

melandory@, there is still at least one TODO for this bug in chrome/browser/password_manager/account_chooser_dialog_android.cc.

Could you please confirm if it's OK to just delete the TODO from the code? This bug does sadly not capture the reasons for why it is WontFix.

There are apparently more TODOs in the code for this bug. My question in #3 applies to all of them.
