Clean up NewTabPageView and other sections

I feel there are a number of places we can make the code more legible. Moving towards components for the ListItems - peekingCard and snippetHeader is a start so extract the logic for calculating the display.

Prove MVP is worth while and when we clean the scroll/recyclerview do this too

I have difficulties triaging this: is this bug intended to be a tracking bug (and you would use it to mark more specific task bugs as blockers on this one)?
