Regression:Spacing issue is observed between lock icon and L.H.S of omnibox border.

Issue descriptionChrome Version:52.0.2730.0 (Official Build)3a85b1c8884d4a28f86a69df86183b51018b8245-refs/heads/master@{#392504} 64 bit OS: Mac Retina (10.11.4), Mac Pro (10.10.4) (10.11.4) What steps will reproduce the problem? 1. Launch chrome and navigate to https://github.com/ 2. Click on omnibox and observe. Actual: Spacing issue is observed between lock icon and L.H.S of omnibox border. Expected: Space should be seen between lock icon and L.H.S of omnibox border. (atleast some space should be seen if focus is there on omnibox) This is regression issue, broken in ‘M 52’ and below is narrow bisect: https://chromium.googlesource.com/chromium/src/+log/7f225037d3373bc6b4c37cd122b3235902e1602c..89a6f082f940a7c170db1bba7d4cfc606cfcca82?pretty=fuller&n=100 Suspecting: r391889 ? Good build:52.0.2725.0 Bad build:52.0.2726.0 Kindly help to re-assign if your change is not the cause for this issue. Note: Above issue is not reproducible on Windows and Linux OS.

FYI, the EV cert has been redesigned, so this problem will be addressed as part of Issue 611113 .
