SHOW ALL button is not visible in Downloads Shelf in incognito mode

Issue descriptionVersion: 52.0.2730.0 (Official Build) 3a85b1c8884d4a28f86a69df86183b51018b8245-refs/heads/master@{#392504} (32/64-bit) OS: Windows (7,8,8.1,10) URL: http://mirror.internode.on.net/pub/test/ What steps will reproduce the problem? 1) Launch chrome, open a New Incognito Window (Ctrl+Shift+N) and go to the above URL. 2) Download any file and observe the 'SHOW ALL' button at right side of Download shelf. 'SHOW ALL' button text is not visible as it is in black color. 'SHOW ALL' button text should be in white color. This is a Non-Regression issue seen from M-51 series (Chrome version: 51.0.2698.0) Note:1) Before 51.0.2698.0, Download shelf had a different UI. 2) Issue is not seen on Mac and Linux OS.
