Regression : Under 'Sensors' panel, weird value is seen inside 'alpha' text box after pressing 'UP Arrow' key.

Issue description

Chrome version : 52.0.2730.0 (Official Build) 3a85b1c8884d4a28f86a69df86183b51018b8245-refs/heads/master@{#392504} 32/64 bit
OS :  Windows (7, 8, 10), Linux (14.04 LTS) and Mac OS X(10.10.5, 10.11.4)

1. Launch chrome, open NTP and hit F12 key to open devtools.
2. Press Esc key, click on 'Iron icon' and select 'Sensors' option.
3. Open 'Accelerometer' drop down list and select 'Custom orientation..'.
4. Click inside 'alpha' text box and enter any large numeric value.
5. Now press 'UP Arrow' key and observe the value.

Actual : Weird value (i.e. e+23) is seen inside 'alpha' text box after pressing 'UP Arrow' key.
Expected : Weird value should not be seen inside 'alpha' text box after pressing 'UP Arrow' key.

This is a regression issue, broken in 'M-52', below is manual bisect and Narrow bisect info:
Good Build : 52.0.2718.0
Bad Build : 52.0.2719.0

I see the use case for seeing the entire number, but changing the behavior adds enough complexity to override the default input[type=number] behavior.  It occurs only for angles >= 1e21, which users shouldn't be entering in often.
