implement background-position-x/-y two-value syntax

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.86 Safari/537.36

Steps to reproduce the problem:
We must be support two-value syntax (support for offsets from any edge).

e.g.

background-position-x: right 30px;
background-position-x: -95px, center, right 30px, ...;

Thanks for the update.

Tested the issue on windows 7 using chrome version 51.0.2704.84 and observed the attached results of both Firefox and Chrome.
Please find the attached screen shot and confirm the expected behaviour to triage the issue further.

longhands syntax still not working in chrome 72
