What steps will reproduce the problem?
1) Launch chrome and navigate to above url and add extension
2) Now click on extension icon from omnibox and observe the tool tip displaying day/time which appears in black color

Actual : Tool tip displaying day/time is seen chopped 
Expected : Tool tip displaying day/time should be seen properly

This is a regression issue broken in 'M-49' and below is the manual regression and Narrow bisect info:
Good build : 49.0.2599.0
Bad build : 49.0.2600.0
