Windows MD top-chrome: Odd selection box on tab close button

Issue description

<b>Version: <Kenneth, what is the frequency?></b>
<b>OS: <please tell me it's not XP></b>

What steps will reproduce the problem?
(1) Set #top-chrome-md to Material
(2) Mouse down on tab close button, and drag off the close button.
(3) Mouse up when not on top of close button.

What is the expected output?
Close button returns to default state

What do you see instead?
Close button now has a rectangular selection box around it

I can't reproduce on my trunk build at home on Win 10, in either material or hybrid mode (it looks like you're actually in hybrid rather than material mode).

What OS and Chrome version?  Can you reproduce on a clean profile?  Does it require dragging to a specific location before mouseup?
