Regression: Cursor is not seen on opening the search tab in Devtools.

Chrome Version       : 52.0.2730.0 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open Devtools on any page.
(2)Hit esc to open console and click on 3 dot menu and select 'search' option.
(3)Observe the textbox in search tab.

What is the expected result?
Default cursor is not seen in the textbox.

What happens instead?
A cursor should be seen.

This is a regression issue broken in M-52.

Able to reproduce the issue on Mac 10.11.4 using chrome version 52.0.2730.0.
Adding stable blocker as this is recent regression.Please feel free to remove if not required.
