MacViews(a11y): Changing focus with Tab doesn't move VoiceOver cursor

Issue description

Chrome Version       : 52.0.2729.3
OS Version: OS X 10.11.4

What steps will reproduce the problem?
1. Cmd+F5 to enable VoiceOver on Mac + chrome://flags/#mac-views-dialogs Enabled
2. Show bookmark bubble
3. Press Tab

What is the expected result?

VoiceOver should say new stuff

What happens instead of that?

VoiceOver says the title of the views::Widget dialog, but doesn't say more unless you go into VoiceOver Utility (e.g. via Spotlight) -> Navigation -> Mouse pointer. Set that to "Moves VoiceOver cursor" and stuff is read out when hovering, but Tab should update something too.

MacViews a11y: Sync VoiceOver cursor with keyboard focus.

Move the VoiceOver cursor when changing the keyboard focus if "VoiceOver cursor
follows keyboard focus" is turned on in VoiceOver Utility (System Preferences >
Accessibility > VoiceOver > Open VoiceOver Utility) with MacViews.

BUG= 610585 ,  650118 
TEST=With the #mac-views-native-dialogs flag turned on via chrome:flags, turn on
VoiceOver with Cmd+F5. Click the bookmark star on the right of the omnibox and
press tab to change focus inside it. The VoiceOver cursor should follow keyboard
focus.

Patti mentioned that there may be more work do to for mac_views_browser, but let's make a new bug for that. This seems to be fixed nicely for, e.g., bookmark bubbles as well as chrome://flags/#mac-views-native-app-windows
