Mono audio feature can produce no sound when there should be sound.

Project Member Reported by abodenha@chromium.org, May 9 2016

Issue description

Mono audio allows multi-channel audio to be combined into a single channel.

Unfortunately, when mixing the channels it's easy to have 2 channels cancel each other out (destructive interference)

Steps to repro:
1: Play the attached wav file.
2: Enable "Play the same audio through all speakers (mono audio)" in settings.
3: Play the attached wav file again.

What is expected:
Steps 1 and 3 should both produce a clear tone.

What actually happens:
At step 3, playback is either very quiet or silent.
