Incorrect font sizing for lang=zh-CN

Issue description
Chrome Version : 52.0.2730.0 (开发者内部版本) (32 位)
URLs (if applicable) : data:text/html,<div style='font-size: 8px'>I am 08px font</div><br><div style='font-size: 12px'>I am 12px font</div>
Other browsers tested:
Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
Safari:
Firefox: OK - 38.0.5
IE: OK - 8
What steps will reproduce the problem?
(1) chrome --lang=zh-CN
(2) Paste the above URL into the address bar
What is the expected result?
The 8px font should be smaller than the 12px font. If you increase the zoom level, this happens eventually, but at 100% zoom, the two lines of text are rendered at the same size.
What happens instead?
The two lines of text are rendered at the same size.

possible.
This issue was first discovered on a Chinese language machine running 64-bit win7 but can be reproduced on an English machine by specifying the lang flag.
I've attached two screenshots, both taken from an English language win7 machine. One is taken with the --lang=en-US and the results are as expected. The other screenshot is with --lang=zh-CN where the text is the same size. The screenshot is taken with the default font for both languages, but can be reproduced even when other font families are specified.

This is intentional, we set the minimum font sizes based on language to ensure legibility. |
