MD Settings errors in Guest mode

Issue description

Guest mode has a litany of errors, from fetching prefs to showing invalid controls.

We need to address these and add tests, and also investigate supervised users, public sessions, etc.

Discussed in the standup today and decided to hold off on fixes until we know better how modes like Guest Mode should behave.

Opening old Options in Incognito simply closes the tab and opens Settings in the original profile. We can't do that in Chrome OS because guest and public sessions need *some* settings. So the question is what granularity of settings to show/hide/disable.
