Consider adding assert for specific supported OS build versions to builder configs that run Blink layout tests.

Breakout from  http://crbug.com/601166  post-mortem. Notably desirable for Mac, but theoretically for all. Dependent on system update plan/design in work by friedman@.

Walter, do you remember what this would entail? Does this mean asserting that the OS version is above some version number before running layout tests for a particular layout test "port"?

Also, is the aforementioned system update plan by friedman@ now finished?
