[autotest] Add new suite, toolchain-tests, for toolchain team.

This CL adds a new suite, toolchain-tests, so the toolchain
team can mark tests it wants to run together with this suite name.

TEST=Ran test_that using 'toolchain-tests' suite name in my chroot.
