What steps will reproduce the problem?
(1) Install Chrome 50
(2) Install a Page Action extension (e.g. https://chrome.google.com/webstore/detail/gerrit-ui-switcher/fdjpjnlhaohkkbjnglcfehbmcmpojklf)
(3) Right-click on the extension icon and click "Hide in Chrome Menu"
(4) Navigate to an appropriate page (e.g. https://chromium-review.googlesource.com)
(5) See the page action icon show up in the url bar
(6) Upgrade to Chrome 51
(7) Navigate back to the same page
What is the expected output?
(8) The page action icon shows up in the URL bar
What do you see instead?
(8) Nothing. No icon in the url bar (because page actions are gone?) and no
icon in the extension area (because I told Chrome to hide it).
Don't silently make people's extensions disappear. If someone has hidden a page action extension, and then navigates to a relevant page, *then* the extension icon should reappear in their extension area.
