ZipUnpacker requests new permission dialog is shown.

What steps will reproduce the problem?
(1) Update Chrome OS to M50 from M49.
(2) ZipUnpacker requests new permission dialog is shown. It requires permission for "Display notifications".

What is the expected output?
No permission dialog will be shown for bundled app.

What do you see instead?
Permission request dialog is shown.

No one was able to reproduce this so far. I'm guessing it was a transient bug with the dialog.

I no longer see this issue on my chromebook too after I've got an update.
