Flickering/Blinking entire dev panel when hover control buttons

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_9_5) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/52.0.2729.0 Safari/537.36

Steps to reproduce the problem:
1. Open any web page 
2. Open the developer tools then source panel
3. Hover any control buttons

What is the expected behavior?
The interface should not blink

What went wrong?
When hovering on Next/Pause or any other navigator (side panel) tab the whole developer panel starts to blink for a short time and then gets back to its normal state. It appears that after the first blinking things are more stable (less blinking) until any part of the UI is resized or changed (open/close navigator side panel). In this case the blinking is again very evident (see attached gif)

Chrome version: 52.0.2729.0  Channel: canary
OS Version: OS X 10.9.5

I was unable to reproduce this on the latest canary(52.0.2730.0) on Mac OS 10.11.4. If reproducible this looks specific to 10.9.5.

groobox@: Please confirm if this issue is seen on the latest canary as well.

I have just updated to 52.0.2730.0 canary (64-bit) and it seems it's not happening again. The bug I've posted has been verified on 2 different machines (macbook and minimac) both running 10.9.5

The situation was actually worse. Closing the dev tools panel and using only the main navigation window everything was flickering whenever something having a certain z-index was brought to the page (popin, modals, ectr).

Closing this as issue is no longer reproducible on the latest canary. Feel free to file a new issue if such issues are encountered in future.
