Regression : Download entries are not seen after reloading the 'chrome://downloads' page for first instance.

Issue description

Chrome version : 52.0.2729.0 (Official Build) 7651f94989178a20a2d74d17142493ee67e73892-refs/heads/master@{#392278} 32/64 bit
OS :  Windows (7, 8, 10), Linux (14.04 LTS) and Mac OS X(10.10.5, 10.11.4)

URL : http://mirror.internode.on.net/pub/test/

What steps will reproduce the problem?
1. Launch chrome, go to above URL, select any file to download and click on 'Show all downloads'.
2. Hit Shift+Esc key (chrome task manager will open), select 'Tab:Download' process and click on 'End Process' button.
3. Now reload the 'chrome://downloads' page using F5 key.
4. Observe the downloads page.  

Actual : Download entries are not seen after reloading the 'chrome://downloads' page for first instance.
Expected : Download entries should be seen after reloading the 'chrome://downloads' page for first instance.

This is a regression issue broken in 'M-49' and below is the manual regression and narrow bisect info:
Good Build :  49.0.2587.3
Bad Build :  49.0.2590.0
