I'm trying to give my css error is 4 days

Steps to reproduce the problem:
1. I have read hundreds of articles but could not find solution

What is the expected behavior?

What went wrong?
I added css was working in a normal way now mozilla firefox works as normal, but took chromium done when I crossed the browser gives an error in the picture

Resource interpreted as but transferred The Stylesheet with MIME type text / plain "http://localhost:1453/xx/root.css".

Did this work before? N/A 

Chrome version: 50.0.2661.94  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 21.0 r0
