Unnecessary blue focus is seen on thumbnails in the Auto hide shelf bar

Version: 52.0.2727.0/8296.0.0 (Official Build) dev-channel daisy_spring, Daisy, Peachpit, Blaze
OS: Chrome

What steps will reproduce the problem?
(1) Browse as guest>> go to launcher>> or go to go to Files.app>> go to which the apps were pinned in Auto hide shelf bar>> observe

Expected: Unnecessary blue focus should not be seen on thumbnails of the applications
Actual: Instead unnecessary blue focus is seen

This is a Regression issue as issue is not seen in 52.0.2724.0/8286.0.0 (Official Build) dev-channel Spring

Able to reproduce the issue on Blaze using chrome version 52.0.2727.0/8296.0.0

It isn't related to issue 595015 since nothing material design related has landed for the shelf yet.
