High CPU usage when hovering over tooltip

Issue descriptionChrome Version: 50.0.2661.94 m OS: Win 7 (Windows NT (6.1 SP1)) URL (if applicable) where the memory bloat occurred: https://www.zomato.com/ncr/cafe-delhi-heights-sector-18-noida Can you reproduce this memory bloat? Yes What steps will reproduce this memory bloat (or if it's not reproducible, what were you doing until then)? (0) Open up Task Manager and go to section Performance (1) On the above URL, hover on button 'Mark as Been There' at its Centre Bottom position over the line _____ |__,__| ^ [Mark as Been There] Put cursor between , and ^ (2) Tool tip will appear and disappear - will start blinking rapidly (3) See the CPU usage shooting up high, almost double *Please note that issues filed with no information filled in above will be marked as WontFix*

This isn't inherently a performance issue. The issue is that the logic to hide/show the tooltip is running repeatedly, possibly because of the logic on the website itself. Adding input folks to see if there's a Chrome bug here.

Is this occurring with a completely stationary cursor? The page is doing something like https://output.jsbin.com/yufoqi/quiet, which flashes when you move your cursor along the bottom of the red box.

We have raf aligned the input since then which causes the CPU usage to go down. But at the end that is the web site logic to do an action again and again and there isn't much we can do about it.
