Regression: Focus issue is seen in Switch person window on pressing Tab key.

Issue description

Version: 52.0.2729.0 (Official Build) 7651f94989178a20a2d74d17142493ee67e73892-refs/heads/master@{#392278} (32/64-bit)
OS: Windows (7,8,8.1,10)

What steps will reproduce the problem?
1) Launch chrome, from 'Language' section in chrome://settings, change the browser language to 'Hindi'.
2) Restart the browser, Sign in to chrome and from 'Add person' section in chrome://settings, Add/Import a supervised user.
3) Click on avatar bubble in parent user and select 'Exit and childlock' option.
4) Press Tab key multiple times and observe.

On pressing Tab key multiple times focus does not shift to 'अतिथि के रुप मे ब्राउज़ करे' and 'व्यक्ति जोड़ें' options.

This is a Regression issue broken in M-50, below is the bisect info
Manual bisect:
Good build: 50.0.2657.0 
Bad build: 50.0.2658.0 

Note: 1) Issue is not reproducible on Chromium builds as unable to Sign in to chrome. Hence providing suspect from Changelog URL.
      2) Issue is not seen on Mac and Linux OS.

Can't reproduce this on Chrome 52.0.2728.0 (Windows canary). The expected behavior I guess is to alternate between-
 -just toggling between profiles
 -toggling between profiles and options.

Are you able to reproduce this with just Hindi? Also, this is the same UI as the "Switch Person" window. Are you able to reproduce this by clicking on Switch Person.

With response to comment #2: The above issue is reproducible on latest Canary Chrome version: 52.0.2729.0. 
The expected behavior is that it should toggle between profiles and the options below. Issue is not observed for English language. It is seen only on changing language to Hindi. Issue is not reproduced on clicking Switch person option but is seen when we lock the user.

I can't reproduce this on 52.0.2729.0 as well. Attaching a screencast for the same. Let me know if I should do anything differently.

With response to comment #4: Above issue is reproducible when we lock a user profile for the first time. When we lock user profile for the first time warning icon is seen in Switch person window for that particular user. If we unlock the user and lock it again warning icon is not seen and issue is not reproducible. Can you please try it for a freshly installed build.

Can you please verify that this was not the case earlier? And whether this is the case with English on locking a user profile for the first time?
With response to comment #7: For English language as well the same thing happens on locking a user profile for the first time.

Sorry, I still can't reproduce this. I think the warning icon suggests an auth error. Can you come up with a simpler set of instructions to reproduce or are you able to reproduce this on another machine. 

Removing the Release-Block-Stable since this is difficult to reproduce.
