Small minimize/restore/close buttons in maximized mode w/ 125% UI scaling

Reported by m.go...@gmail.com, May 8 2016

Issue description

UserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_11_4) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.94 Safari/537.36

Steps to reproduce the problem:
1. Open Windows Settings -> System and set UI scaling to 125%
2. Open Chrome & maximize its window
3.

What is the expected behavior?
The buttons should be higher or their width should be lower.

What went wrong?
The control buttons (minimize, restore, close) have small height but are still wide, creating a jarring experience and looking vastly different than maximized windows of other apps, including browsers.

Did this work before? N/A

Chrome version: 50.0.2661.94 Channel: stable
OS Version: 10
Flash Version: Shockwave Flash 21.0 r0

When I maximized Chrome on my OS X machine in a Windows 10 Parallels VM with 200% UI scaling, the buttons look way better (see the second screenshot).

Any news? This is making using Chrome in Windows 10 seriously less pleasant...

This has been left untriaged for half a year now...
