Unable to manage FullScreen exceptions

Issue description

Version: M50
OS: Windows, Mac, CROS

What steps will reproduce the problem?
(1) Navigate to chrome://settings/contentExceptions#fullscreen

What is the expected output?
Allow users to manage fullscreen exceptions


What do you see instead?
Users are not able to add or edit any new sites on this settings page.

Users cannot edit FullScreen settings. If this is an intentional change, please change 
1. text from 'Manage exceptions' to 'View exceptions'
2. Message from 'Note: These settings are no longer used on this system, but you can still view and edit them.' to 'Note: These settings are no longer used on this system, but you can still view them.' (Remove and edit from end)

This issue was reported in user feedback as this change is not obvious to the users who still believe they can add site exceptions.

At present, MD Settings does not have a FullScreen settings option. @tbuckley please update accordingly if that is the case
Status: WontFix (was: Untriaged)
You can still remove existing settings, so edit is appropriate.
