Can't type IME text at all in Hangout with SiteIsolationExtensions Enabled |

Issue descriptionVersion: 52.0.2726.0 OS: OS X 10.11 What steps will reproduce the problem? (1) Open gmail (2) Pick someone in Hangout and start conversation (3) Turn on IME and type Japanese What is the expected output? Japanese text appears. What do you see instead? ASCII letters are typed. Works in stable. Please use labels and text to provide additional information.

This only repros for me with --force-fieldtrials=SiteIsolationExtensions/Enabled_Dogfood/ I tried a bisect: ./tools/bisect-builds.py --good=386251 --bad=389538 -amac --use-local-cache -- --user-data-dir=/Users/tapted/udd20160510 --force-fieldtrials=SiteIsolationExtensions/Enabled_Dogfood/ But it looks like this IME in the hangouts extension has "never" worked with this experiment on. Although at some point it went from "no text at all in IME" to "only ascii in IME". Note it's only the hangouts _extension_ that's broken. The hangouts _app_ seems fine. This is in progress at issue 578168 . (For reference, issue 601738 was a regression caused by the first attempt to fix TextInputState/IME for OOPIFs. That was reverted and more CLs are in progress to fix it.)
