Files app process chewing CPU and Files app instances not responding to copy/paste

Issue description

Version: 50.0.2661.94
OS: Chrome

What steps will reproduce the problem?
I've been working with files in Downloads and Drive for the past few hours, across a couple of suspends of the device, and on a potentially patchy Wi-Fi network. Earlier on I tried searching for a file in Drive and the search never completed, so I'm not sure whether that means there's some network operation blocking everything.
(1) In Drive, find a file and copy it.
(2) In Downloads, click to paste the file.

What is the expected output?

Expect that the file is copied.

What do you see instead?

Instead, it is not copied; there is no effect.

Aaaaand... just tried the copy/paster operation again and now it works. :-/

Filed a feedback report in case logs help.
