What steps will reproduce the problem?
(1) Open url in Chrome mobile app
(2) Run the html5 video 
(3) Seek near the end and wait for it to finish
(4) Once the video is done and you able to press the play button again, play again

What is the expected result?
It is expected that the video plays normally.


What happens instead?
The video is not showing (black screen) but the audio is playing. 


Other information:
* This is reproducible on Nexus 6p and Pixel C
* Running the video via file protocol (file:///) also reproduces the issue
