CanvasCapture: webrtc.webrtc_smoothness fps telemetry metric is 24 fps for MacOS rel 11

When running telemetry webrtc.webrtc_smoothness metric on MAC OS rel 11 bot, the resulting FPS is always 24 fps instead of the expected 30 FPS.
All the other bots give a 30 FPS value.

Please investigate why that chromium-rel-mac11 is capping canvas capture frame rate to 24 FPS.

The graph shows that this went to 30 fps on 06-24 by an external CL within the range 401788 - 401816. It looks like a factor unrelated to canvas capture.
