Regression: Microphone/Camera exceptions not listed in Content settings |

Issue descriptionVersion: M52 Canary 52.0.2726.0 OS: Mac, Windows What steps will reproduce the problem? (1) Open chrome://settings/content and browse down to Microphone settings (2) click "Manage Exceptions" What is the expected output? The list of exceptions should be visible as in screenshot https://screenshot.googleplex.com/KqSUiwqSASf.png What do you see instead? The list of exceptions is missing (as in screenshot https://screenshot.googleplex.com/dBwAVeVG9qV.png) Please use labels and text to provide additional information. This is a regression from yesterday's canary 52.0.2725.0 Bisect info - You are probably looking for a change made after 391876 (known good), but no later than 391887 (first known bad). Silly question - can you confirm that you actually have allowed or blocked at least one site from using the microphone? (i.e. you didn't accidentally clear all permissions before running this test)

Lack of visibility into permissions seems pretty bad, so I'm adding the RB-Dev label.

tnakamura@ - regarding #2, there are multiple sites with access to mic/camera, and I confirm that I did not clear permissions before running this test :)
