Zip files are not supported

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS armv7l 7978.69.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.94 Safari/537.36
Platform: 7978.69.0 (Official Build) stable-channel veyron_minnie

Steps to reproduce the problem:
1. I download zip files
2. Try to open them
3. It says not supported but used to work

What is the expected behavior?
It should open the zip file

What went wrong?
It says not supported

Did this work before? Yes couple of weeks ago

Chrome version: 50.0.2661.94  Channel: stable
OS Version: 7978.69.0
Flash Version: Shockwave Flash 21.0 r0

I am using send anywhere to create the zip files
 
Components: Platform>Apps>FileManager

I don't see this problem.
Is it possible to attach the zip file on this issue?
Can you try opening it on other OSs like Windows, Mac, etc..?
Yes, they work on a Windows os. I no longer have the zip. I opened using an
online extractor, but could not using the native one.

I am seeing this on multiple Chromebooks, including:

 - link running 52.0.2741 / 8272.0.x
 - veyron_minnie running stable channel

It doesn't happen right after rebooting, but after the system has been running for a while, double-clicking on a zip file just produces an error dialog saying that there is no handler installed.  In ~chronos/log/chrome I see:

[27218:27218:0601/140914:WARNING:open_with_browser.cc(182)] Unknown file type: /home/chronos/u-24f3b6381d24e2c72a3288148d1eb63fe57e16c6/Downloads/cros-pia.zip

This error went away after restarting Chrome.

Is there something else we can check when seeing the failure, in order to help diagnose it?
