Issue descriptionChrome Version: 52.0.2726.0 (Official Build)58a611fea9de21de789f594b0e95c5147d74b519-refs/heads/master@{#391959} 32/64-bit OS: Windows(7,8,8.1,10) Test URL: https://chrome.google.com/webstore/detail/readism-article-reading-t/bmiolhceebkeljaikojgcoeefblcihje?hl=en Steps: 1: Launch chrome and navigate to above URL and install the mentioned extension. 2: Open NTP, click extension from omnibox and drag drop at R.H.S of browser window (i.e at the end of wrench menu) 3: Observe the wrench menu. Actual Result: Wrench menu becomes unresponsive and all options are disabled. Expected Result: Wrench menu should function as expected. This is a regression issue broken in 'M49' Manual Regression Range: Good Build:49.0.2600.0 Bad Build:49.0.2601.0 Narrow Bisect: https://chromium.googlesource.com/chromium/src/+log/02cefdcaff9d73c0f72033ee9d2d79e7f0cf8383..c2e05cef29f33b331cbc33f742246a012e184abe?pretty=fuller&n=1000 Suspecting: r366722?
