Open info links from new user manager in a foreground tab instead of a background tab

Issue description

Chrome Version: 52.0.2726.0 (Official Build)58a611fea9de21de789f594b0e95c5147d74b519-refs/heads/master@{#391959} 32/64-bit.
OS: Windows (7, 8, 10), Mac (10.10.5)(10.11.4),Linux (ubuntu 14.04 LTS)

What steps will reproduce the problem?
1. Launch chrome and click on click on avatar icon
2. Select ’Switch person’ such that overlay get open and click on ‘Add person’
3. Click on the check box for supervise user such that ‘Sign in to Chrome’ link gets visible.
4. Click on it and observe.

Actual:1.‘Sign in to chrome’ link does not open the profile ‘Sign in’ page / bubble.
       2. ‘Sign in to chrome’ link navigate to ‘support.google.com’ and opens in next tab but focus does not transfers to newly opened tab.

Expected:1.‘Sign in to chrome’ link should open the profile ‘Sign in’ page / bubble.
         2.  If ‘Sign in to chrome’ link navigate to ‘support.google.com’ and opens in next tab then focus should transfers to newly opened tab.

This is non regression issue, seen from 'M 52’ (52.0.2726.0)

Note:
1. This is a newly added feature seen from build no-52.0.2726.0

Pre condition: Enable ‘Material Design User Manager’ flag.

Status: Untriaged (was: Unconfirmed)
Able to reproduce the issue on Windows, Mac and Linux. Changing the status to Untriaged so that the issue could get addressed.

The link is expected to navigate to ‘support.google.com’. ewald@, should the link open in foreground or background tab? note that this question also applies to the links in the 'learn more' page as well.

Summary: Open info links from new user manager in a foreground tab instead of a background tab (was: ‘Sign in to chrome’ link within ‘MD user manager overlay’ does not open in profile 'Sign in' page or bubble.)
These links should probably open in a foreground tab. Yes, opening in support.google.com is WAI. Let's have it open in a foreground tab though.
