column box overflows parent multicol element in orthogonal flow.

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.3; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/50.0.2661.87 Safari/537.36

Example URL:

Steps to reproduce the problem:
1. Resize browser height to about 500px.
2. Open attached HTML.

What is the expected behavior?
The <p class="column"> element should expand to contain its contents.

What went wrong?
The height of <p class="column"> element is limited to the window height, while its contents (column boxes) is greater than the window height. Therefore, "paragraph3" overlaps with the column boxes.

Does it occur on multiple sites: N/A

Is it a problem with a plugin? No 

Did this work before? N/A 

Does this work in other browsers? No "Internet Explorer 11.0.9600.18283" and "Edge 25.10586.0.0" have similar issue. Firefox doesn't.

Able to reproduce the issue on Windows 7, Ubuntu 14.04 and Mac OS 10.11.4 using chrome latest canary M52-52.0.2730.0. Observed "paragraph3" overlaps with the column boxes while zooming chrome to 500%.

Unable to find any regression range on this issue to provide bisect, so marking it as untriaged .

Status: WontFix (was: Untriaged)
Looks like it's working as intended to me from reading the spec. The fact that it matches the IE/Edge behavior would also suggest the same.
