Regression: The list of languages tab in md-settings page does not scroll smoothly by pressing and holding the Downward arrow key.

Chrome Version       : 52.0.2726.0 (Official Build)
OS Version : Ubuntu 14.04

What steps will reproduce the problem?
(1)Launch chrome and open 'chrome://md-settings' page.
(2)Click on Advanced >> Languages, expand languages and click on manage languages.
(3)Hit tab till the focus reaches the list of all languages, press and hold downward arrow key to scroll the list and observe.

What is the expected result?
Should be able to scroll the list of languages smoothly by using downward arrow key.

What happens instead?
The downward scrolling is not smooth.

This is a regression issue broken in M-52.

Able to reproduce the issue on Mac 10.11.4 using chrome version 52.0.2725.0.

Adding stable blocker as this is recent regression.Please feel free to remove if not the case.
