Regression:Unable to see the page content on scrolling action in 'Resource' section of dev tools.

Chrome Version:52.0.2726.0 Revision 58a611fea9de21de789f594b0e95c5147d74b519-refs/heads/master@{#391959}
OS: Windows (7, 8, 10), Linux (ubuntu 14.04 LTS), Mac OSX(10.10.5, 10.11.4)

What steps will reproduce the problem?
(1)Launch chrome,Open dev tools window navigate to 'Resource' section and then 'Service workers' 
(2)Navigate to 'Resource' section and then 'Service workers'
(3)Resize 'Service workers' section to right side(horizontal scroll will appear),scroll it and observe.

Actual:Unable to see the page content on scrolling action i.e.contents appears chopped.

Expected:Page content should be seen on scrolling action i.e contents should not appear chopped.

This is a Regression issue broken in M-52 and will soon update other info

Issue is still seen on win8.1 chrome version 52.0.2738.0

Issue is still reproducible on Google Chrome Canary Version - 53.0.2748.0

This issue is still reproducible on windows 7 using chrome latest canary M53-53.0.2751.0.

This is legacy UI, not sure how you observe this bug given that there is no Resources panel and that the Service Worker was completely reimplemented.
