Regression:White patch appears after clicking on run this plugin option.

Chrome Version:52.0.2726.0 (Official Build) Revision	58a611fea9de21de789f594b0e95c5147d74b519-refs/heads/master@{#391959} (64-bit)
OS:Mac OS X 10.10.5, OS X 10.11.4, Mac Retina 10.11.4

What steps will reproduce the problem?
1.Launch chrome and navigate to chrome://settings/content , click on "let me choose when to run.." option under Plugin section.
2.Navigate to http://www.vudu.com/ click on any video right click and select inspect option from context menu, click on toggle device mode and close dev tools window
3.again right click and select 'run this plugin' option observe.

Actual: White patch appears after clicking on run this plugin option.

Expected: White patch should not be seen clicking on run this plugin option.

This is a regression issue broken in 'M52' and will soon update other info.

Correction:
Actual:
1.White patch appears on mouse hover at top of devtools window.(i.e after step 2)
2.After clicking on 'run this plugin' option white patch appears on top of webpage.

Expected:
1.White patch should not appear on mouse hover at top of devtools window.
2.After clicking on 'run this plugin' option no such white patch should appear.

Manual regression range:
Good Build:52.0.2725.0 
Bad build: 52.0.2726.0
