Regression : Unnecessarily hand pointer is seen on '3D device' even when the 'Accelerometer' is set to 'Off'.

Issue description

Chrome version : 52.0.2726.0 (Official Build) 58a611fea9de21de789f594b0e95c5147d74b519-refs/heads/master@{#391959} 32/64 bit
OS :  Windows (7, 8, 10)

What steps will reproduce the problem?
1. Launch chrome, open NTP and hit F12 key to open devtools.
2. Press Esc key, click on 'Iron icon' and select 'Sensors' option.
3. Click on 'Accelerometer' drop down list and select 'Off' option.
4. Now hover mouse pointer over '3D Device Model' and oberve the pointer.

Actual : Unnecessarily hand pointer is seen when hovering the mouse over '3D device model' even when the 'Accelerometer' is set to 'Off'.
Expected : Unnecessarily hand pointer should not be seen on '3D device model' when the 'Accelerometer' is set to 'Off'.

This is a regression issue broken in 'M-52' and below is the manual regression and will soon update other info.

Our blockerbot script was offline; it was recently brought back online, and thus labeled many old issues (including this one) erroneously.  Removing Merge-TBD label since all milestones for this issue are already completed; no further work should be done.
