Mac: Incorrect fullscreen state upon session restore

Issue description

Chrome Version       : 52.0.2725.0 [canary]
OS Version: OS X 10.11.4

What steps will reproduce the problem?
1. Start Chrome, go to https://permission.site/ and click 'Fullscreen'
2. Press Esc (window exits fullscreen)
3. type chrome://restart into the location bar and press Enter.

What is the expected result?

Window restores normally.

What happens instead of that?

Window restores then enters fullscreen.


Not sure if this is a regression or not yet - need to save some state before trying in Stable. Sarah, as our resident Mac fullscreen expert, do you want to take a look?
