bluetooth: Define and document the order of Added/Removed events.

In Linux/Chrome OS we dispatch the events in Postfix order:

DescriptorAdded
CharacteristicAdded
ServiceAdded

Bluez, Windows and soon Mac calls them in Prefix order:

ServiceAdded
CharacteristicAdded
DescriptorAdded

We need to document what the API's behavior will be and fix platforms that don't conform to that behavior.
