Remove the Learn More section from the Settings > Bandwidth |

Issue descriptionThe 'Learn more' link on Settings > Bandwidth links to a Data Saver help page. The only (possibly) relevant link in the Help Center would be for item #5 here https://support.google.com/chrome/answer/1385029?hl=en-GB Another option would be to add an iOS section to item #5 although that page doesn't fit with the context of the link from the settings menu.

I think the link should just be removed. We don't have HC content that makes sense there for now.
