[scroll anchoring] descend into zero-height containers? |

Issue descriptionIn addition to issue 600891 and issue 601906 , Techcrunch plays tricks with float and clear that give us a zero-height container around the content (the div with class="l-two-col-expose"). Repro: https://jsbin.com/qukabum/edit?html,output This explains why ScrollAnchor stops at the <article> element instead of descending deeper into the tree. Perhaps we should descend into such containers, though it would be tricky to know what's actually visible. We may want to revisit the idea of doing a hit test.
