Regression: Added/deleted extensions are not seen unless you reload the page

Issue description

Version:52.0.2725.0 dev
OS: Ubuntu 12.04,14.04

Pre-condition:1. Enable Material design extensions from chrome://flags
2.Download the unpacked extension folder from https://github.com/GoogleChrome/chrome-app-samples/archive/master.zip

What steps will reproduce the problem?
(1) Launch chrome and go to "Chrome apps" section of chrome://extensions
(2) Check developer mode >> Load any unpacked extension and observe for extension.
(3) Refresh >> Try deleting/removing extension and observe

Expected: Extension should be visible after installation and deletion
Actual: Instead it is not seen unless refresh happens.

This is a regression issue broken in M52.

Issue is reproducible on the latest canary(52.0.2725.0) on Windows-7 and Mac OS 10.11.4  as well.

MD extensions page is very much in development, and is not supposed to be feature-complete or bug free.

+dbeam - do you know if there's any magical way of making this more clear so that bugs aren't filed for in-progress work?
