Regression : Vertical scroll bar overlaps horizontal scroll bar in devtools.

Issue description

Version: 52.0.2725.0 3bfc96772d01d42a50683cae507a53cf07bb606d-refs/heads/master@{#391707} (32/64-bit)
OS: Windows (7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.10.5, 10.11.4)

What steps will reproduce the problem?
1) Launch chrome open NTP and go to devtools.
2) Now go to 'Audits' section and press 'Esc' key from keyboard to open console bar.
3) Now drag the console bar upwards so that scroll bar is displayed and then drag the 'Select Audits to run' window to RHS
4) Now observe the horizontal and vertical scroll bars

Actual : Vertical scroll bar overlaps horizontal scroll bar hiding the arrow icon of horizontal scroll bar 
Expected : Vertical scroll bar should not overlap horizontal scroll bar 

This is a regression issue broken in 'M-47' and below is the manual regression and Narrow bisect info:
Good build : 46.0.2490.41
Bad build : 47.0.2503.0

This is caused by the following css in devtools:

.panel-enabler-view {
    overflow-y: overlay;
}

Not sure why that's "overlay"; "auto" works just fine, and avoids the bug.

Assigning to pfeldman, who landed that css.
