Tray area icons don't show list of windows, if multiple are open, when clicked.

Issue description

Version: 50.0.2661.94
OS: ChromeOS

What steps will reproduce the problem?
(1) Open multiple Chrome windows.
(2) From the tray area, click the Chrome icon.

What is the expected output?

Expect that a menu listing the open Chrome windows is displayed.

What do you see instead?

No menu is displayed; if multiple windows are open and one of them has focus then there is no effect. If some other non-Chrome window had focus then the most-recently focused Chrome window gains focus.

This seems newly-broken in the latest beta-channel build (50.0.2661.94).

Filed feedback, mentioning this bug #.

Note that this bug makes it easy to "lose" a window by minimizing it, since the only way to get it back is then to go to Task Manager.
Not really, you may need to edit some flags from the browser.

Issue not reproduced on 7978.68.0 / 50.0.2661.94

Opened multiple Chrome windows and other app windows. Clicked on Chrome icon. Menu listing is displayed.

I did some bisecting on either side of 50.0.2661.94 (master@{#378081}), and could not reproduce this.  I also tried on 52.0.2740.0 on Linux desktop, and 52.0.2734.0 on Pixel, and could not reproduce.
